Senator Sanford introduced and passed the substitute bill in 2014 known as the Taxpayer Fairness Act.  

 

This legislation abolishes the current Administrative Law Division of the Department of Revenue and transfers its budget, personnel, equipment, and functions to the newly-created Alabama Tax Tribunal.  

 

This independent entity ensures fairness to businesses and individuals who appeal tax assessments, so they do not have to worry that the tax collector has an unfair advantage.  

Senator Sanford sponsored and passed legislation in 2014 known as Carly's Law.

This bill legalizes a new treatment method for children with serious neurological and epileptic disorders through a partnership with researchers at UAB's Department of Neurology.

 

The treatment will be available through the University to individuals diagnosed with severe epilepsy and neurological disorders that lead to serious and life-threatening seizures.

Senator Sanford introduced legislation in 2014 to exempt health savings accounts from state income tax.

This bill extends the total annual amount of health savings contributions that are exempt from income taxation to the annual deduction amount allowed by federal law.

 

For calendar year 2014, this amount is $3,300 for individuals and $6,550 for families.

Senator Sanford introduced a bill in 2014 to create a fundamental right of a parent to direct the his or her child's eduction, upbringing, and care.

This act will codify the opinion of the Alabama Supreme Court in Ex parte Christopher (2013) and Ex parte E.R.G. (2011) as it relates to parental rights.  

 

This bill will not affect local or state education funding.

Department of Labor Consolidation

Senator Sanford introduced legislation in 2013 to save more than $1 million per election cycle.  

 

This bill shifts election-related newspaper advertising to the web and limits probate judges to one payment per election for downloading state voter lists.  

 

This act aims to make elections more cost effecient while preserving free and fair elections in Alabama.  

Senator Sanford sponsored and passed a bill in 2012 to consolidate the Department of Industrial Relations and the Department of Labor.  

 

This merger will result in an estimated annual total savings of $260,000.  

 

This consolidation will eliminate a Cabinet level position.
